Believe it or not, most political offices track constituent contacts by issue. The higher you go, national for example, the great the volume and less time available for a personal response, poor time management when making big deals is your job. Real small and you can get them on the telephone because they know its a voter and word will get around if they try and ignore you. But they do track contact to keep a hand on the pulse. Other than going against party line, angry voters in a majority are an elected official's only fear.
