The question states:

Modern government systems have looked back on Sparta for examples.
Or in other words, modern forms of government are like Sparta's form of government. Tell if you agree and disagree, and (probably) why.

My opinion is, since they were led by two kings but all real power was held by an appointed, hereditary senate (the Geroussia), I would disagree. No modern Western form of government is like this.
 
In one aspect the historians are correct. Sparta ( at least in the western world ) was the first government with professional soldiers. So they always had a standing army. Other countries, and city - states had to call upon other tradesmen to create an army. Sparta constantly had one. In this respect I would agree with the historians. However, Sparta was also a monarchy. Not a democracy. If they try to draw that parallel they are incorrect.
