Yes. For a debit card, they will probably want at least $1000 deposit. NO PayPal - that is online only. Some people give cash to a friend to use their credit card, but the friend is taking a very big foolish risk.

We rented a car just last month with our Debit Card. Did not have to pay a deposit either as mentioned above. As long as it has a Visa or Mastercard Logo on it they will accept it.
Not sure about Pay Pal.
