Do we still need improvement on our penology system in the Philippines?

With the usual report of our dilapidated prison system in the Philippines which is under the jurisdiction of BJMP, can't wonder why our criminals are not properly rehabilitated. There are reports that even kids as young as 10 or 15 are mix with the hardened criminals inside a prison cell. And one particular cell are occupied by 20 to 30 people at one given time. Imagine someone is breathing in your ear when you are sleeping or a foot right smack your face in the middle of the night. They are pack like sardines inside a tin canned. Ok the Philippine government is broke and cannot rehabilitate the prison facilities we have now in the Philippines. One field report of a video of the National Penitentiary of the Philippines we call New Bilibid Prison. Actually it is not new, only the name new is added to it. The prison is like a market place, people have small kubo or hut for them to mingle with other prisoners or groups where they belong like sige-sige or sputnik gangs etc...unlike the US penology we often see on movies or film that each prisoners are cage individually with their own toilets and water except of course taking a bath. Why can't we do the same with our prisoners. Of course they are human too just like you and me. Although they were place there with their individual circumstances. I for one believe in death penaty, which was abolished by Arroyo in 2006 if I am not mistaken because she is going to visit Rome at that time. Imagine yourself having a lovely daughter studying in a good university, one day she was abducted, rape and was killed. Can you easily forgive the assailant? For example, I rape and killed her do you think I deserve the death penalty? Of course I do. I already cross the threshold of life and morality. I deserve to die. Would a mere prison cell rehabilitate me with the crime? And what benefit does a government get from an ex-con after he serve a 12 or 15 years to life imprisonment and only got out because of good behavior and awarded a parole. What life do you think they still have in society? Then suddenly we hear the song "may bukas pa sa iyong buhay...tutulungan ka ng dios na may lalang.." (then shout Santino nasaan ka na!?). Do employers easily hire an ex-con? I doubt it. So what do you think we still need to improve the system that we now have? Destroy it and start from scratch? Our penology was originally pattern from the US government. Tell me I am wrong. So what do you think?
