Do USA Conservatives like my business idea?

I want to establish a new Government-like entity inside the United States that only runs on private funds, not taxpayer money. Anyone can join this government and still be an American citizen.

However to be a member of my new Government, you must pay a fee based on flat percentage of the income you earn. Otherwise you will be breaching the contract and your membership will be terminated.

The new Government will not compete with the US Government. Instead, the new Government will run like a Corporation for the Greater Good. Those who do not pay in their fair share will simply lose their membership. They will not be otherwise punished.

For all members, this government will insure you and your family's medical costs, this government will offer free transportation for all its members wherever mass transit does not exist in the USA. This government will provide extended welfare benefits to people who have graduated from the USA welfare system.
This government will also provide community events open to everyone who is a member, and this government will have programs for kids and seniors, and this government will offer college scholarships for families of members.

If you don't like this government, you are free not to be a member and then decline 100% of the services, but you will want to join if this government succeeds.

Do Conservatives like this idea?
And most importantly, THIS Government, in order to provide more for its members, will lobby for a smaller US Government, enabling this government to provide more for its members.
If there are insufficient funds to run this NEW Government, the quality of services will drop and there will be paper ads persuading people to vote for a membership fee increase for those who can afford it.
Now the question most of you will ask is "If every poor person with 0 income can join in free, then how can this be a sustainable idea?"

Here is how! In order to join without paying at least $2,000 per year membership (if you have less in membership feeable income), you join free, but you have to go through a lot of time and effort to join, tedious paperwork, making joining for nothing not very attractive and rather tiresome.
 
This reminds me of a homeowner's association. Are you planning on inspecting the sidewalks in front of everyone's homes, and sending out warning letters to those with grass in their cracks?
