Do restaurants/apartments and such get profit from towing cars?

Do they? Lets say I get towed and I have to pay $200 to get my car back. Out of this money do owners of the place get cut? Lets say $50?

Or towing companies pay monthly amount in order to have the right to tow cars from property of that owner?
