This is the 2nd time the bill has been called "unconstitutional" by an activist judge who is overstepping his bounds, the 1st one that ruled it unconstitutional was shown to hold hundreds of thousands of dollars worth of stocks in Insurance companies and to have taken money from Insurance Companies.
