Do powered off electronics drain electricity if they are still plugged in?

I'm mostly concerned about my electric bill. Do any of the following use electricity while plugged in to the wall outlet?

-laptop cord NOT plugged into laptop
-cell phone cord NOT plugged into cell
-TV turned OFF
-toaster oven

or anything other standard house appliance you guys can think of.

EDIT: so if these electronics do draw minimal current, is it worth the effort to unplug them?
 
Minimal current consumption.
A laptop or cell phone power supply will draw a little because of the AC/DC circuit inside.
Newer TVs also will draw small current because there is a small cicuit powered on waiting for you to turn on and control the other sections of the tv.
A toaster may or may not, if it has any LED's or display then yes it will draw current, if it is a simple on/off switch type then NO as it is a 110 device and will only draw current when there is power through the heating elements which only happens when your toasting.
