...severe the misconduct? In Canada last year they changed this standard and now police can be sued on an individual basis I guess to enforce proper police behavior.
In the U.S. do they still have complete immunity and do you believe if they didn't it would deter them from engaging in gross misconduct fearing civil recourse and eventually lead to less rotten apple cops?
