do people camp out in hollywood for the oscars?

i was wondering if i went the morning of the oscars.. would there even be a chance to see any stars with the crowd?
i know it was yesterday but wondering for next year
 
I don't think there is any of that allowed. They block off the streets surrounding the area and have police/police dogs canvassing the area. There is a ticket lottery for the bleachers seats, but I don't know how you enter the lottery. Security is very tight and I doubt that you would be able to get close enough to see anyone.
