Do Oxford and Cambridge museums allow non-flash photography? If not, why not?

I know that most London museums now allow non-flash photography, but I heard that some museums like the ones in Oxford and Cambridge are really uptight. Why is that? Can they take you to court for taking photos and sticking them in an online album or what? That would totally suck. It's not like anyone's making any money out of them or using them in any publications or anything like that - and even if they did, so what? Since when did museum collections belong solely to museum employees?
my point is that you can take photos these days indoors WITHOUT a flash

The bright flash causes the pictures on the wall to fade, just like the pictures in your living room fade with strong sunlight from the window. The fading happens over the decades but it is irreversible.

Good luck...
