Let's start with the obvious, or not so obvious in certain cultures. Relatives, hm, yeah, that. Please, don't ask me if it's ok to sleep with your third cousin once removed. Why are you even considering it? Yeah, someone asked me about that a few months ago, not on the net, in real life.
Next, we have children, or those very much younger than yourself. I knew a guy who got a 14 year old pregnant when he was in his 20's. She certainly looked older than 18 physically, but you could tell she was a kid when she started talking. They moved in together. He was a mess. He would cheat. They would fight. She was bigger than he, but still a girl. The baby's grandma would threaten him with the police. "You had sex with my daughter, a minor! I'll put you in jail!" She visited every weekend. Uh huh, that's the life I want.
Even if they are of legal age, it's not a wise thing to hook up with them. Trust me, there's no good that can come of it. Hell, I married one ten years younger than myself, and there's a price I pay everyday. :hairout:
Your neighbor's wife is definitely a no no. There's a reason it's one of the Big Ten. Sure, it's meant in a broader sense of not desiring any of your neighbor's or any other person's possessions, but it's specifically says, "neighbor's wife". The problems of a discovered affair are magnified by proximity. Someone will have to move.

Will you have to find another job because you slept with a co-worker? Do you have to find new friends because you slept with your best chick friend?
