Do Ivy League schools generally give better financial aid than other difficult schools?

There is a student I know of in Class of '09 who got accepted to Johns Hopkins University and Brown University, (both his #1 choices), but he chose to go to BU because they gave him a better financial aid package. Does this concept usually apply in most scenarios?
 
It's really up to the individual school. I know that Harvard gives free tuition to students who come from poorer families. Generally, Ivy League financial aid isn't great because it's all need-based. The best financial aid comes from schools that offer both merit and need-based aid.

And BU usually means Boston University
