Do I still need to take the permit test even if I am 18?

Yes. You can't have a license without first having a permit unless, you've had a license before.
 
I'm guessing that you are talking about the written test right? Well, yeah you got to take that one. The thing is though that once you've passed the written test you can go ahead and take your drivers test if you feel that you are ready. Good luck : )
