if so, who actually hires people who have a skill in art. ( im not talking about realistic portraits or a sketch artist just a game designer type

You may have a talent for art, but you still need to be educated in it. A person with a bachelors degree, in general, is going to be hired over a person who doesn't have one.

If you want to do game design then you need to have excellent programming skills. That would be best suited to doing a course in computer science or something with a strong programming aspect and also take some art. Games designers get employed by games companies (obviously) but you may be able to adjust your experience to get into advertising or other media.
