Do I need to perform a full pull up or chin up to get my muscles worked out?

I'm 21. I'm 5'6" and I weigh 185 lbs. I want to get stronger, but I don't have much time for the gym. I'm thinking about working out at home. Weights are not cost effective, so I'll buy a push up, pull up, chin up all in one tower.
Do I need to have my arms locked out when I do a pull up or a chin up as I go down? I've tried it before, it is nearly impossible for me to lock my arms on when I go down. It is nearly impossible for me to go all the way up from this locked position. Usually I find it's easier to make it all the way up if my arms are not completely locked out. What do I do if I can't lock my arms out. Will I still get the results? How do I workout, so that I can go all the way up from a locked out position?
Also I can do my push up by going all the way down, but I have a problem with going all the way down with dips. Is it okay if I don't go all the way down for all these exercises when I do them for now. I'd like to go all the way down and all the way up one day. How do I go all the way down and up?
