Do I need to have a motorbike test to ride a Honda Dax?

You have to take a Compulsory Basic Training course before going on the road.
If it is up to 50 cc with a max design speed of 31 mph you can ride it at 16 with a provisional licence. You do not need to pass a test if you choose not to but will have to redo the CBT every 2 years.
