Do I need to file Form 1096?

I received some unemployment compensation during 2008. I received a "certain government payments" statement from the state unemployment office which consisted of Copy A & Copy B. I'm suppose to keep copy B. Copy A says, For Internal Revenue Service Center. File with Form 1096. As well as I can figure out, Form 1096 is a summary form if I needed to file a bunch of these statements. Since I only need to file one of this type statement, then I don't need to file Form 1096.
