Do i need to do this every month to my fish tank?

I have a 29 gallon fish tank, And I was talking with my Grandma and she said that i don't need to completely wash my tank. once every month. Just take some out and fill new water in it. I say No because all the nasty algae can get in the cracks in stuff..Who is right me or my grandma??
