Do I need to buy the hauppauge tv card for my daughter's desktop?

I am planning on buying a dell desktop for my daughter and am going to hook it up to a lcd tv. I want her to be able to watch tv and use the computer without unplugging anything or switching anything around so is this what the Hauppauge tv card is for? I'm a little clueless on this.
 
No. If the TV really is a TV, then it should have a built in tuner so watching TV will be just a matter of changing the channel.

You don't need to buy a separate TV tuner for the computer.

You do need to make sure the TV supports a DVI or VGA input (which it might call a PC input) so that it can receive the signal from the computer.
