Do I need A license or insurance to drive a 1999 Kawasaki KX100? ?

I can't afford to get a car with gas an insurance as expensive as it is, but motorcycle insurance seemed to be in reach. I found a bike, this 1999 Kawasaki KX100. I dont know much about bikes and motorcycles, Am I allowed to drive this on the streets legally? Do i have to get insurance for it, and Must i have a drivers license/Motorcycle license to drive it?
