I own a taxi service operating in a small village in Westchester County. The village sets the rates at $4 anywhere within the village. Taxi drivers are charging persons anywhere from $5 to $12 for these rides. The Police don't accept the complaints but SOMETIMES make "blotter" entries. In some cases, even those complaints are simply turned away.
The village nor the Police Dept. have no method to receive complaints for overcharging eg, online forms, faxed forms, hotline etc. Westchester County Consumer Protection does not enforce taxi fares.
I would like to file an injuction making to where this village will no longer be able to set the rates due to the fact that there is no enforcement of the rates and this causes economic harm to the riding public, other drivers and other companies. I can also prove this because I have sent decoys to take taxi rides and 9 out of 10 times they are overcharged. In my wifes case (twice) she went to the Police Dept and never received any notification of her complaint being received or any notice of how it was dealt with.
