Do I have to use all of my transcripts when I transfer to a University?

If I took 8 classes at one college but I have four W's and then I started fresh at another college, do I have to include the transcripts from the other college or can I just literally start fresh and retake the classes that I had from before? I want to transfer but not have to worry about the W's. Is it possible?
