Do i have to pay for T-Mobile data service to use wi-fi with mytouch 4g?

Just got a T-Mobile mytouch 4g phone. Never subscribed to TMO data service.

1 Do I need to subscribe to TMO data service for (free) wi-fi access at hotsopts like coffee stores, booksores, T-Mobile hotspots, etc?

2 Under what kind of use would I need to pay for their data service? Thanks!
