Do I have a legal right to take possession of an owned cat that is allowed

outdoors and is destructive? I live in a condominium complex. Trash policy is to leave plastic garbage bags on the curb for collection without putting them in garbage cans. I often see a particular cat getting at the bags, and other times there is evidence that he has been at them (such as a hole in a bag and chicken bones scattered on the ground.) I don't appreciate the mess that is left behind. Assuming that this is an owned cat who is allowed outdoors, do I have a right to take hold of him and call the town and advise that this cat is a nuisance?
 
I think that you should do some research first before taking any drastic action. It may be so that this cat is a bit of a nuisance, but it is also someones pet, maybe a childs pet. Ask around the neighbours to see if anyone knows who owns him. Maybe send a few flyers around the houses that are near by
