Do I confront my upstairs neighbors or do I keep complaining to my unresponsive manager?

You know how people complain about dragging furniture? These people are the neighbors from heck.

A single mother of questionable reputation
A teenage girl with a questionable reputation
A "slow" pre-teen (no real complaint there)

They live on the second floor, I live on the first. They come in at midnight. They've smuggled a dog into a NO pet apartment. They're rude and noisy and beasts; wild beasts.

What can I do?
Men and boys spend the night on a regular basis, not to mention the several slumber parties.
 
It's always best to at least try to talk things over first with the neighbor in a non-confrontational way, if possible.

If that doesn't work and the manager is unresponsive, then you have to get tough (in a legal way).

If they are being loud at night, they may be in violation of local 'quiet time' ordinances that can be enforced by calling in the law, apartment regulations be damned. You can also go over the manager's head and write to the owners of the complex. In some circumstances you may even be able to sue your neighbors in a small claims court, if you can prove that their behavior is causing you damage (lack of sleep, etc).

The first step to take, assuming a talk doesn't resolve anything, is to put your complaints in writing and send copies to the neighbor and apartment manager. Sending it certified mail can often make otherwise apathetic people take it more seriously. Once they've received it in writing, it makes it more difficult to feign surprise when you bring proceedings against them.
 
I would make a phone call to social services and let them take care of it.

Otherwise, unless they are violating a noise ordinance, you have no case.
