In the sense that it was used by Palin to describe Obama care in extreme circumstances yes. generally though insurance companies tell you up front what they will and wont cover. The sketchy area gets into situations where you are older, have a variety of health problems, and are told you need a transplant for example. Some are denied...so in a way yes.
The problem with universal healthcare is it will become the only game in town, then employees of a government agency will be making those calls. Trust me it will happen. The government will run healthcare into the red like they do everything else, which will make rationed care a necessity.
I wont even get into the quality of care and availability of physicians. No one with any sense wants government funded universal healthcare.
