Do gas heaters use the outdoor condenser?

My outdoor condenser is covered in snow and ice. It isn't turning on when the thermostat turns on the central heat. The blower in the attic comes on and the heat seems to be working, but is the outdoor unit supposed to be running also?
 
Irv S is mostly correct. A heat pump will continue to function to temperatures well below 40 degrees. They just are not as effective and can require the emergency heat to also turn on to make up the difference.
 
not usually . if you had a dual fuel heat pump it might . but gas heater does not use condensor
 
Unless you have a 'heat pump' system,
that outside condenser unit is for A.C. only.
Even if you do, they don't function once the
outside air gets that cold.
They are only good down to about 40 F.
