Do foreigners moving to the USA get tax advantages for opening businesses in the USA?

I ask this question because you find many foreign operators of many US franchises (i.e. Subway, Dunkin Donuts) and also they are the predominant proprieters of gas stations. Why is this business lucrative for them and not current US citizens?

Because they are willing to work 18 hour days and live in the back of the store.
