Do Black Americans and white Americans have a culture?

I know the Italians, Polish, Mexicans, Jamacians, Africans latinos etc do but what about Black and White Americans. Do they just exist..

I know if you go to New Orleans there are a lot of black folk with a lot of culture. The music and food are great there.
