In Texas to ride a bike under 250cc's you only have to be 15 years old but say if i came bk to england would i be able to ride a moterbike under 250cc on that Drivers License because im not old enouth in england

Generally, a *visitor* can ride/drive whatever vehicle they are licensed for. Pretty near anywhere in the civilized world. But if you become a *resident* you have to get a local license. Just about standard practice everywhere.

There are age exceptions. California, for one, does not allow those under 16 to drive even if they are licensed to do so in their home jurisdiction.
