do all cars have a cold air intake?

If you mean an air scoop on the hood then no, it can be a bad idea. The car is designed to get the needed airflow past the radiator and a scoop can affect that.

An air scoop does nothing at low speed , and only improves performance if it is connected as the engine air intake (old carb) because it can force more air into the cylinder .
 
it will cool down the engine but since you can't go much faster on the road anyway- why get it?
