Here's some of the disturbing villains I saw that creeped me out:
The Boogieman/the big ghost leader(The Real Ghostbusters) - They were really scary/disturbing villains which the Boogieman was one really scary villain that can give you nightmares due to his really ugly scary appearance & that big ghost leader from the episode,
Slimer Come Home has a mouth in its gut!!!!!
Judge Doom(Who Framed Roger Rabbit) - He was one scary/creepy/disturbing movie villain in his true form done by the amazing Christopher Lloyd

The Scarecrow/Clayface(Batman:The Animated Series) - They were pretty creepy/disturbing/terrifying supervillains for their actions especially the Scarecrow's deadly fear gas!!!!!
The evil kitten(Taz-Mania) - That little beast totally scared me when he goes from cute to vicious on poor Taz:ack:

Those 2 evil catgirls(Eek! the Cat) - They may be sexy, but they were scary/creepy chicks especially when they sing.
The Banshee(Tiny Toon Adventures) - She was a really scary/frightening ugly villainess that scared me to death:ack:

Oogie Boogie(The Nightmare Before Christmas) - He's filled with bugs inside of his pillow body, eeeekkkkk:ack:

The Red Guy(Cow & Chicken) - He was so creepy when him always sticking out his butt & dressing in drag.
Him(Powerpuff Girls) - Agreeing with Kryten, since he's one of the creepiest villains ever when he's always so girly which disturbs me.
The Delightful Children From Down The Lane(Codename:Kids Next Door) - They were so the creepiest villains due to their appearances & when they always talk in groups.
The sick hand-collecting killer/Christmas Woodland Critters(South Park) - that sicko villain was so nasty & creepy from the psychic detectives episode when he collects peoples' hands
, & those woodland critters were scary little monsters that creeped me out.
Archie the Rabbit(Squirrel Boy) - That psychotic scary rabbit really scared me to death with his
SCARY PSYCHO EYES:ack:

Princess Azula(Avatar:The Last Airbender) - She disturbs me for being an evil sadistic/psychopathic monster in all levels.
Imperfect/Perfect Cell(Dragonball Z/GT) - He was the power to absorb people, androids, and creatures, now that's disturbing!!!!!
Harley(Pokemon) - He was so creepy/disturbing especially when he dresses like May:ack:

Dark Marik(Yu-Gi-Oh!) - He was one creepy/scary villain from the Battle City arc especially his really scary voice.
Faust VIII(Shaman King) - He was one sick disgusting freak from the manga especially when he bashes on poor Manta/Morty which he freaked me out & grossed me out.
Mr.2(Bon Clay)/Rob Lucci/Wanze/Gecko Moria(One Piece) - They were pretty scary/creepy/disturbing villains especially Wanze's sick ramen techniques that come out of his nostrils, gross:ack:

Gluttony/Envy/Shou Tucker/Barry the Chopper/Wrath(Fullmetal Alchemist) - Agreeing with HG Revolution, those villains were totally disturbing, especially Gluttony from the movie when he's a huge gross freak-of-nature monstrousity that would give you nightmares:ack:

Penny(Zatch Bell!) - She freaks me out when she always she goes "psycho scary face mode" all the time.
Yuki(Air Master) - She was one fierce fighting machine that scared me with her sadistic creepy look in her face.
Orochimaru(Naruto/Shippuden) - He was a really creepy/disturbing villain on so many levels when he had that girl disguise in The Forest of Death & his creepy/freaky snake techniques:ack:

Diva(Blood+) - She was so disturbing/creepy from what she did to poor Riku & copying his appearance.
Johan/Mr. Hartmann/Inspector Zeman(Monster) - They were pretty sick/creepy/disturbing psychopaths especially how Johan kills his victims and messes with their minds.
