Dissolved oxygen in sea water sample?

I did a chemistry lab in which we had to determine the concentration of dissolved oxygen in a sample of sea water. One of the questions at the end of the lab is to discuss whether or not there would be more or less dissolved oxygen further in towards shore than farther out. I'm not sure how to think about this question. What factors would affect the oxygen concentrations? If the water is more shallow near the shore, then there will be fewer fish living there, and therefore more oxygen in the water that has not been used up by the fish? Is that logical?
