discuss the psychological, physiological and lingiustic impediment aganist listening.?

Listening is a special skill and requires certain abilities.
Physiologically one must have the ability to hear. In the case of deaf people they need to listen through sign language and if they have not been taught this they cannot "listen" through their other senses.

Psychologically one has to be interested in what others have to say, and one also has to have the good manners to pay attention to them. It also requires a certain intellectual development.

Physically one has to be in a spot where it is possible to hear clearly and where other noises do not cover the words, the auditive stimuli or the music that are being listened to .

Linguistically, it is necessary to have a grounding in a language to be able to understand it, at least partially. Without this, listening cannot be sustained with any degree of success as one's brain switches off when exposed to prolonged speech which one cannot understand.

These are the basics required and if they are missing then listening is strongly or completely impeded.
