No, federal and state laws are made by the respective parliaments and signed into law by the appropriate governor or governor-general for federal law.

In some states local government is also able to pass local laws.
 
Theoretically, the UK Parliament has the power to revoke the Act which gave us the power to write our own Constitution, so they can yank the power right out of our hands. Don't see that happening anytime soon though.
