Discrimination and Indirect Violence Threats?

Someone makes a comment a racial comment involving violence. For example: "If I ever went to black church it would be with a riffel to shoot them all"
Can anything be done to the person who made such a disgusting comment? Can I report them to authorities? How do comments like the one above pan out in the Canadian legal system?
