With another price increase/new fee, I was just scrolling through the Bell website and programming choices.
It seems that the basic "digital standard" package is $31 or $32 a month (depending on US networks time shifting) if you speak English, however its only $25 or $26 a month if you speak French. The channel listing seems the same under either format. Additional theme packs are $8 a month under either format.
Now, I see that if you go to the higher priced packages that include a number of theme packs, then the "French" option forces you to have French theme packs, while English themes are not included. However, the English version lets you choose any 5 theme packs of any type. At the Premier level, the movie channels included are also either French or English.
However, below that level of subscription, I can't see the difference. I have digital standard and two theme packs, and one international channel. What's to stop me from telling them I want "French Digital Standard" instead of the English version, and so save $6 a month on my bill?
There must be some catch that is not immediately obvious? Do you (or your billing address) have to be in Quebec to get French Digital Standard, or something like that?
