Military quarters are those facilities built by the government on post/installation/fort where you're allowed to reside for you and your family. Economy quarters are those quarters where the facilities were contracted out and the contract price (rent/utilities) is what you would be paid for housing allowance if you were paid to live off post. It keeps the cost down for lower ranking individuals who aren't paid as much.
