I use to work in over 13 or more small or family own chinese restaurants in the past 20 something years. I do not record anyone of those restaurant that do not recycle food. One of the favorite food that they all recycle is the left over steam rice from the customers and they reuse it to make fried rice with it by adding soy sauce to it and then stir fried it. Some reuse left over soup and some wash the left over mushroom and recook them to other customers. If I want to eat Chinese food I don't go to small family own chinese restaurants where the owner is in control, instead I would go to big chinese restaurants that is a corporation where no owner is in control. In big restaurant I never see then reuse food.
By the way all the restaurants that I ever work at are in California, in the bay area.
