It is well-established that the practice of rendition started during the Clinton years. That is the practice which includes throwing black bags over terrorist suspects' heads and transferring them to CIA interrogation facilities around the world. The CIA was highly criticized for this practice starting only a couple of years ago, when it has been going on for many years now.
