did the camera "flash" even is not at night?

i dont know if i got a running red light ticket, the signal was changing from yellow to red, however, my friend said i didt get a ticket, because they didt see any flash, but im thinking will the camera "flash" even the is very bright? because it happened around 3 o'clock pm.
 
If you were that close and there was a camera they probably got you. You must have been quite close or you would not be that worried about it. I know the cameras in out town does not flash in the daytime. I say don't worry about it unless you get a ticket.
