Did JK Rowling's ex-husband ever claim to be the true author of the Harry Potter series?

I had heard somewhere that JK Rowling's ex-husband once claimed to have written (at least an outline of) the Harry Potter series, and that Rowling had managed to steal it away from him in the divorce... But I cannot find this claim mentioned anywhere.

I imagine if such a claim happened it would be in the news at some point or another. If you can't find it on a news site, it likely was simply a rumor.
I've never heard anything like that before.
