did Dodds repeal of Smoot-Hawley Act cause financial meltdown ?

Smoot-Hawley was written after the crash of '29 to prevent conditions that lead to crash . what was Dodd thinking when ,as head of senate banking committee , he repealed a perfectly good banking regulation ?
