deeper meaning to" history repeating itself"?

does anyone know a deeper meaning to history repeating itself...
something more than just the fact that human's keep making the same mistake
 
It seems that the universe has a certain "clockwork" mechanism to it. For example, mass extinctions happen every hundreds of millions of years. Also seems we ignore every disaster that happens to us. For example, the current recession we are in is caused by ignorance of the Great Depression.
