Dealing With the Boss and His Antics?

I work for a a real estate property management company. I have six properties I oversee and six property managers who report to me.

One of my property managers does a good job. She does not do a great job. But she doesn't have to be great. Every year she learns more and more and grows in her job. She calls far more often than my other managers to bounce ideas off me. I'd rather spend a short time on the phone preventing a problem of fixing a very small problem. vs. spending days or weeks fixing a huge problem that grew huge because of inaction or wrong action.

My boss (the guy at the top) hates this manager becuse she isn't Mrs. Perfect Score manager and she is at the bottom of his list. He goes on and on with one negative remark after another. He says all of this to me. He won't talk to her about it. This begs the question:

If she is as bad as my boss says she is, then why does she still work for us? She is not a bad manager and she is not a outstanding one. She does her job.

How do I get my boss to leave me out of this. I am tired of him going off on her to me and then letting it rot until the next time.
 
next time he starts moaning just ask him what would he like you to do about it? Would he like you to re-train her, give her some form of formal warning or something else? this puts the ball back in his court and forces him to be constructive. If he makes a joke and says get rid of her, tell him she hasn't done anything to warrant this action but you will keep an eye on the situation.

when he brings it up again, just tell him yu have done what he asked and there has/has not been any improvement and that whilst your flattered he confides in you, you don't feel it's helping your professional relationship.
