Dealership Negotiation (2009 Sedan Honda Civic LX)?

So I just came back from the dealership today with my mom. Today was just a test drive and to show my mom which car I plan to buy, I will go back on Thursday afternoon with my dad this time to figure everything out.
The car I'm buying is the 2009 Honda Civic Sedan LX model.
Here's the thing:
My mother's friend who bought the same exact car and from the same exact dealership, got it for $16,800, brand new.
The LX model is $18,900ish, and I told the dealer that a friend of mine got his for $16k and he was saying "I might be able to sell it to you for that amount" etc etc.
I'm no expert at buying cars, so everything he said about APR, and all that basically went through one of my ears and came out through the other.
So I'm looking for some advice here, I want to get it for cheaper than what my friend got it for of course, and I will negotiate on Thursday.
What amount should I offer for the car? I was thinking $15,000 first and start from there. And ending at $15,800-$16,000 to see if I can get if for that price. If he still says no then I'll just leave. Is there anything I'm missing? I don't think my offers that demanding, but again, I'm no expert. Any advice?
