Dealers Responsability after rebuilding and selling a salvage title car?

I bought a salvage title 2005 cts-v Cadillac from a dealer who rebuilds and sells them. After almost 3 months the lower control arm, front drivers side, bolt snapped, dropping the car down on to the fender, which crushed it and pulled loose everything connected to it. I was backing out of a parking spot at the time or could have been killed if had been on the freeway etc. The dealer did pick up the car and repair the damage, but had a used control arm installed. In 2004 there was a recall on that very control arm, for that same reason and I don't know what year the new arm was from or if the mechanic even knew that it had to be torqued down to a specific fp or not. I now wonder if both control arms had been replace during the original rebuild and what they were taken off of. Is there a way of telling if this was done correctly and the car is safe to drive other than trying to get the dealer to replace both control arms with new ones? Is the dealer responsible for making sure the cars they sell are safe to drive, even if it's a salvage title?
