Dead Rising 2 Case 0 Question?

I know it's a prequel, but what's the date? I heard it's 3 or 5 years before DR2, but if it is then the whole story doesn't make sense to me. Why would Chuck be wearing the same jacket and clothes for 3-5 years. Also on DR2C0 it said that Las Vegas or whatever was about 43 miles away. Why would it take 3-5 years to get there. Can some one explain the whole timeline? Thanks.
