I drilled mine, six 3/8th holes in each, it was louder, but not the sound I wanted.
Than I bought a set of Vance & Hines Cruizers. The sound is great, and unlike the drilled pipes, it is fairly quiet at idle. It doesn't really start to rap, till you get past half throttle.
As for the sound, I like it better than my Road King with a Vance & Hines pro pipe on it.
For me, I found the Cruizers to be a win, win. A great sound when you want it, and not to loud when you don't.
Another option for you, would be to buy a set of stock pipes that someone else had already drilled. I'd sell mine for $50.00. That way you could always put your undrilled pipes back on.
